Don't Forget!  Annual Meeting Tomorrow at 10:00 AM

The Encinitas Village Annual Meeting will be held tomorrow, Saturday, October 19th at 10:00 AM.  Note that the meeting will be held at the Pool Area, not at Curtis Management.

If you have not already mailed in your ballot, please simply bring it with you.  See you soon!

Special Assessment Meeting Wednesday

The Encinitas Village Board of Directors has scheduled a Special Assessment Meeting for this coming Wednesday, July 24th at 5:30 PM.

Please note that the meeting will be held at the Community Pool Area, not at Curtis Management.

Community Garage Sale Scheduled

The Encinitas Village Board of Directors has announced the date for our upcoming Community Garage Sale.  It will be held on Saturday, August 10th from 8:00 AM to 1:00 PM.

Organizational & Board Meeting This Tuesday, December 4th

The Encinitas Village Organizational Meeting will be held this Tuesday, December 4th at 6:00 PM.  The Regular and Executive Sessions of our monthly Board Meeting will immediately follow.

The meetings will be held at the offices of Curtis Management as usual.  All homeowners are invited to attend, so we hope to see you there!

We Need Your Vote!  Annual Meeting Reconvening This Tuesday

Due to a lack of homeowner participation, our Annual Meeting has been rescheduled to be held in conjunction with our regular Board Meeting.

Our Annual Meeting will be held at 5:30 PM and our Board Meeting at 6:00 PM this Tuesday, November 6th at the offices of Curtis Management.

Your vote really does matter.  You may not be aware of this but even if only one person is running, unopposed, for a seat, he/she still needs to be elected according to the rules of our HOA.

In other words, if a volunteer does not receive a certain percentage of votes, they are not on the Board, even if no one else is trying for that seat.

So unless enough homeowners take the time to send in the ballot, the HOA will have to go to the expense of sending out another round of ballots, etc. until enough homeowners participate in the election.

Please support our community by taking the time to return your ballot!

Monthly Reminders:  Architectural Applications & Light Fixtures

The Encinitas Village Board of Directors has issued the following reminders on Architectural Applications and Light Fixtures:

Architectural Applications – Are you thinking of installing new windows, installing a satellite dish, or replacing your garage door?  Please ensure that if you are planning to make any changes to the exterior of your property that you first submit an Architectural Application for board review/approval.

Light Fixtures – Please be advised that if the light fixture at the front of your unit on your building is damaged and needs to be replaced, the homeowner is responsible for purchasing the replacement light fixture. 

Once the light fixture has been purchased, please contact Curtis Management at 760/643-2200 and management will send a work order to maintenance to have it replaced.

Board Issues Reminder to Pet Owners

Recently there have been an increase in reports to management regarding residents not abiding by the Association’s Pet Policy.  Please be a responsible pet owner and adhere to the Association’s pet rules.

No dog shall enter the Common Area except while on a leash which is held by a person capable of controlling such dog.

Pets are not permitted within the confines of the swimming pool, spa or tennis court.

Owners shall prevent their pets from soiling any portion of the Common Areas, or other Association property and shall be fully responsible for cleaning up after their pet and properly disposing the waste in a trash receptacle.

Pet owners shall be responsible for any damage caused to the common area by their pet.

Board Issues Warning on Recent Vehicle Break-Ins

The Encinitas Village Board of Directors has received several recent reports of vehicle break-ins within the community.  As a result, the Board would like to make residents aware of this developing situation and request their cooperation in addressing this issue. 

First, residents should remain alert and report any suspicious activities to the Sherriff's Department.

However, the Board would also like to remind residents to lock their doors and vehicles, and to remove valuables from their vehicles or at least from plain sight.  This includes garage door openers, which a thief could use to gain entrance to your home.

Be safe!  Remember to secure your vehicles and valuables.

At long last our new Encinitas Village HOA website is up and running!

The new site features beautiful full-width photos, almost all of which were taken by residents Jerry Snow and Elizabeth & Dave Gerns.

The board would like to thank Jerry, Elizabeth & Dave for their notable artistic contributions, and also board member Mike Plott, who spearheaded the project.  Great job everyone!

Deadline for Submitting Pictures Just Two Weeks Away

Planning to submit some pictures of Encinitas Village or Encinitas for our new website?  Then you'll want to do so by December 7th, which is the official deadline.

Pictures can be submitted via email and must follow the rules detailed in the original November 4th news article below.

Our new website represents a great chance to showcase your photography and our community, so this holiday weekend why not snap a few pictures and send them in?  We'd love to have them.

RULES FOR PICTURE SUBMISSION

To make sure your images will look good on all devices, any images submitted should be 2 megabytes or more in size, preferably in a JPEG, RAW or PNG format.

In addition, by submitting your image(s) you:

  • Agree that you own all rights to those images
  • Agree to transfer all rights in those images to Encinitas Village
  • Agree that your images may be modified (e.g. Photoshopped) at the sole discretion of Encinitas Village
  • Agree that you understand your images may not be selected for the site
  • Agree that for any recognizable person in your images, you can and will obtain a Photo Release signed by that person should your image be selected.  Photo Release forms will be supplied by Encinitas Village should your image be selected.

New Outside Light Fixture Approved at Board Meeting

A new outside light fixture was approved by our Board of Directors at the November 2nd Board meeting.

Homeowners are responsible for the purchase of the fixture(s) but are not required to change the current fixtures until the homeowner either desires the upgrade or the old light fixture fails and needs to be replaced.

After purchasing the fixture(s), all a homeowner needs to do is to notify our management company, Curtis Management, and let them know you have the fixture(s) in hand.  The fixture will then be scheduled for an installation at the expense of the HOA.

The approved fixture is Hampton Bay 1000-711-853 White LED.  It is usually in stock at Home Depot or can be ordered online.

Next Board Meeting January 3rd - No December Meeting

The Encinitas Village Board of Directors has canceled the December HOA meeting because of the lack of activity during the holiday season.

The next Board meeting will be held on January 3rd, 2017 at 5 pm in the boardroom at Curtis Management.

Board Releases Schedule for Upcoming Termite Service

The Encinitas Village Board of Directors has just released this year's schedule for termite inspection & treatment.

Termite service will occur on both the morning and afternoon of next Thursday, Oct. 27th and the following Tuesday, Nov. 1st.

Board Issues Two Timely Reminders for Residents

Now that our construction project is complete, the Encinitas Village Board of Directors would like to remind residents to be careful not to scrape or damage the new exterior paint or surfaces, and to not place items on ledges or mount items to the exterior of the units.

In addition, the Board would like to request that residents ensure that their Association trash receptacles are put away out of view of the Common Area on a weekly basis after the trash service date.

Don't Forget!  Construction Feedback Deadline is Friday, Sept. 30th

The Board would like to remind homeowners that the deadline for submitting feedback on the construction project is next Friday, Sept. 30th.

That's only one week from today!

Please perform a final inspection of your home, and should you find anything you'd like to report, address your concerns to our project manager, Mike Williams.

Also, please remember to be specific and include your house number.  You may send photos if you like.

Construction is Complete!  Please Inspect Your Home Now

Our construction is complete!  The workers are now going back over things that were not done or need correction.

This is the time for you as a homeowner to inspect your home and report anything you believe needs attention from the workers.  Please address your concerns to our project manager, Mike Williams.

Please remember to be specific and include your house number.  You may send photos if you like.

The cut-off date to report any concern is September 30, 2016.  After that date we will consider homeowner satisfaction complete.

Board Makes Announcement on Pet Waste Problem

We are having a small number of residents ignoring both our rules and common decency by not cleaning up the excrement his or her dog leaves.

We are a very small community which requires us to be considerate of each other and no one wants to step in, or around, a pile of dog excrement.

The Board of Directors does not want to have to take any type of corrective action that may affect all residents simply because a very few people refuse to respect the rules and their neighbors.

However, if this behavior does not correct itself, the Board will have no choice but to do whatever is necessary to ensure compliance with our rules. So please clean up after your pet!

Board Issues New "Declaration of New Construction" Form Example

To help residents watch for and complete the "Declaration of New Construction" form that residents will likely receive in the mail from San Diego County, last week the Board provided a partially completed form.

Now as promised the Board has researched the cost section of the form and is providing a new example form with more complete answers as well as colored arrows indicating where these answers are to be entered.

Except for a few questions specific to each home, most of the answers are now in the example form and can simply be copied by homeowners.

Note that the most important answer is toward the end under the Additional Remarks section of the form. Don't forget to enter this paragraph!

Board Warns on Pool Problems & Potential for Accidental Drownings

We are having an ongoing problem with unsupervised children in the pool area creating and leaving a mess of both trash & toys.

Worse yet, the gate to the pool area is also being propped open instead of remaining closed. While the convenience of that is understandable, please think about the fact that a child can easily slip into the pool area through the open gate and be at risk with no adult present being responsible for that child’s safety.

It is the Board’s desire that our residents police their activities themselves. However, if this problem does not correct itself, the Board will have no choice but to take whatever measures are required to ensure our rules are being followed.

Please respect your neighbors and be considerate of them when using any common area. Thank you!

Watch for Your County "Declaration of New Construction" Form

Because of the construction permits that were pulled for our project, residents will likely receive from San Diego County a "Declaration of New Construction" form to be completed and returned.

Essentially the County is simply inquiring whether living space was increased as a result of the construction, and of course the answer is "no".

To help residents recognize and complete the 2-page form correctly, the Board has issued an example of a partially completed form which you can access by clicking on the accompanying PDF file.

Cost information is being researched now, and the Board's findings will be released in a separate article when they become available.

However for now the second page shows the correct response for the Additional Remarks portion of the form: ”Wood repairs, roofing replacement, gutter installment & repainting”.

Annual Garage Sale Set for Saturday, July 30th

Feeling the need to jettison the junk or clear out the clutter?  Then you're in luck, as the Annual Encinitas Village Garage Sale is set for Saturday, July 30th.

On that day garage sales will be permitted within the community from 7:30 am to 1:00 pm, and to facilitate the event the community gates will be open during that time.

As a precaution the Encinitas Village Board has released a Vehicle Burglary Flier created by the San Diego Sheriff's Department.

Pool Closed Next Two Days for Cleaning & Sanitizing

Residents will please note that the pool will be closed for two days while we clean it due to fecal matter in the water. The pool will be chained up today and closed for two days while the pool is sanitized with lots of chlorine.

On the third day we will clean out the filter, sanitize again, and then reopen the pool.

The Construction Dumpster is for Construction Use Only

It has come to the attention of the Board that the large construction dumpster that our contractor maintains to dispose of construction trash and debris has been used by residents.

Please do not use this dumpster as it does not belong to Encinitas Village and is not for our use.

If the dumpster is used by homeowners and residents and becomes too full for the contractor to use, they will have no choice except to empty out what residents have placed in it.

If that occurs, the clean-up will be at HOA (our) expense.

Should you notice a resident using the construction dumpster and are uncomfortable with speaking to him/her yourself, please notify our Property Manager.

Parking Alert:  Tree Removal Begins Apr. 7th at 8:00 am

The Board would like to remind residents that tree trimming will commence at 8:00 am next Thursday, April 7th.

As such PLEASE ensure that your vehicles are not parked by any of the targeted trees, which are marked with an orange "X" and/or orange traffic cones.

Please also keep in mind that if the tree removal team does not have enough room around the trees to operate they will need to reschedule at additional expense to homeowners.

The tree work will run from 8:00 am to 3:00 pm daily, and is currently estimated to end on Friday, April 8th.

Congratulations to Property Manager Jimmy Nevarez & Wife

Congratulations are in order for Property Manager Jimmy Nevarez, CMCA, AMS and his lovely wife, who just became the proud parents of Joseph Sebastian Blase Nevarez!

Joseph was born on March 30th at 7:00 pm, at a healthy 9 lbs. 9 oz. and 22 inches long.  Mother and baby are doing well.

2016 has been quite a year for Mr. Nevarez, who was recently named "Community Association Manager of the Year" for 2015 by the San Diego Chapter of the Community Associations Institute.  Way to go Jimmy!

Board Makes Draft of Reserve Study Available for Review

A draft of the Reserve Study commissioned by the Board of Directors has been received and is now available for review by homeowners.  Please note that this is a draft only and has not yet been accepted by the Board.

Roof Damage Forces Construction Schedule Changes

We have roofing damage on Unit 541 that requires immediate repairs and cannot wait for our reconstruction project to reach it. Therefore arrangements have been made with our contractor to "leap" to Unit 541 and do it ahead of schedule.

To keep the rest of the project on track, we are allowing construction work on Unit 541 to be done this Saturday, February 6th. Regular construction rules and hours will apply. We apologize for the inconvenience!

Today Marks Official 30 Day Notice of Tree Trimming

This is the official 30 day notification to homeowners that tree trimming and the removal of certain trees will begin March 3rd. The trees to be removed are marked with an orange "X".

If you have any questions, comments or suggestions in regard to the tree removal, please contact Jimmy or Vickey at Curtis Management.

Please DO NOT PARK around any tree marked with an orange "X" on March 3rd, 4th & 7th as those are the days the trees will be removed.

Board Announces Date of Next Board Meeting

Board Publishes 3-Month Look Ahead, Construction Notices

To facilitate the ongoing construction project, the Board has just released a three month look ahead at the schedule for homeowners:

The first document includes each project step, the associated unit numbers, start date and expected duration, whereas the second document includes only unit numbers & dates. Obviously these dates may change as the project progresses, but the Board wanted to give homeowners a good idea of what to expect over the next three months.

Along those lines, the Board has also released three notices that Pacific Western will post on units to advise homeowners of impending activity:

When homeowners see one of these notices on posted on their unit, it is important that they read it, comply with its instructions, and leave it posted for others to see.

Board Makes Important Decisions on Construction & Tree Trimming

At the Board of Directors meeting on December 21st the Board took the time to hear from homeowners regarding the completed mock up units and voted to continue the project as of January 2016!

Please be on the look out for additional information and fliers to follow on the construction project.

Regarding Tree Trimming and Removal, the Board voted in favor of trimming all the trees within the project and will be removing a total of 8 trees (as marked) due to current and future damage. The Board will consider the replacement of these trees in the spring. The tree work will be conducted towards the end of January or early February.

Please Do Not Block the Construction Dumpster w/Vehicles - It's Full

The construction dumpster is full. The truck cannot get to it if the parking spaces next to the dumpster have vehicles parked there. We have coned those spaces with signs only to have people throw the cones into the dumpster and park there anyway.

The next time we can get EDCO here to empty the dumpster is Tuesday, December 22.

If EDCO cannot get to the dumpster we will be charged $150 anyway and we will still have a full dumpster. This is not an expense the HOA ... all homeowners ... want to pay.

Please work with our community and allow the dumpster to be emptied Tuesday!

Demonstration Homes are Complete!  New Meeting Scheduled

The demonstration homes have been completed! Residents are invited to take a look at the repaired properties, though owner permission is still required to access the respective exclusive use areas (backyards). Anything you can see without entering a private area is available to view anytime.

If you want to see the work done in the back areas and cannot see it without entering an exclusive use area (backyard) you must contact the owner(s) and request access.

If the Board accepts the homes as satisfactory and confirms the restoration project to proceed, this is what our entire community will look like upon completion, though of course only some units will be the same color.

The Board of Directors has scheduled a meeting on Monday, December 21st from 6pm-7pm at 442 Summer View Circle (Carl’s garage).

The primary purpose of this meeting is to answer questions residents may have in regard to the construction after having the opportunity to view the quality of work the contractor performed on the demonstration units. Another newsletter will be sent out after the meeting for those unable to attend.

Tuesday's Board Meeting Delayed One Week to November 10th

Due to a minor construction delay, the Board Meeting scheduled for Tuesday, November 3rd has been moved out one week to Tuesday, November 10th. The good news however is that all major work will be completed by Friday, November 6th.

Feedback from homeowners is very important to the Board, and as such the Board will notify homeowners via email as soon as the two mock-up units are complete and ready for review.

Board Releases Letter Packed with Construction Information

In preparation for the upcoming Board Meeting next Tuesday, November 3rd, the Encinitas Village Board of Directors has released a letter for homeowners containing a large amount of new & important information.

Included in the new letter – which can be accessed in PDF form via the accompanying link – are details regarding the dates & times of construction as well as the responsibilities of homeowners & construction workers alike during the project.

Also included in the letter is contact information for the two main construction vendors, Pacific Western Painting and Quality Property Maintenance.

Once the mock-up units are completed – estimated as Friday, October 30th – an email notification will be sent out to the homeowners to inform them that the completed units are ready to be admired. Stay tuned!

Repair Project:  Test Home Start Date Delayed

As you may have noticed, the construction work on the two test homes – which was scheduled to begin yesterday, Monday Sept. 28th – has unfortunately been delayed due to a variety of reasons.

The Board expects construction to begin very soon, is currently awaiting a new start date, and will publish the exact date as soon as it is set. In the mean time, thank you for your patience!

Repair Project:  Board Plans Extra Homeowners Meetings

There have been several inquires with regards to additional meetings after the two mock-up units are completed. The Board would like to remind all homeowners that extra meetings have been planned in order to review and discuss the mock-up units once they have been completed.

While there is no current date set, the Board wanted to assure homeowners that this will happen before additional work is authorized for the remainder of the complex.

Swimming Pool:  Changes Made ... More to Come?

It was recently brought to the attention of the Board that the Association pool service was not in compliance with current county and state regulations with regards to testing and recording the chemical levels in the pool and spa.

In an effort to quickly resolve this matter, the Board met in a Special Emergency Session to dismiss the current pool vendor and hire a new firm effective 9/25/2015. The new service provider will immediately resolve all non-compliance issues.

However, in order to properly adhere and maintain current regulations, there is a significant increase to the cost of business. The Board will be considering several cost-cutting options which include closing the pool for the winter. Please be on the lookout for additional correspondence in the near future.

Units #502 and #510 are the test homes for the repair project

Repair Project:  Test Homes Slated for September 28th Start Date

Now that the contract with Pacific Western has been approved, the Encinitas Village Repair & Painting Project can finally begin!

Two homes – Units #502 and #510 – have been selected as test homes and repairs are scheduled to begin on September 28th.

Once completed these homes will be carefully inspected and the vendor evaluated for professionalism and quality of workmanship.

Then – provided that the work is approved – the vendor will be cleared to proceed and the remainder of the homes will be addressed!
